Okay, I hd a problem with something similar. Look in your PHP dir and see
if there is a PHP.INI file in there also.
PHP seems to default its loading of the INI file to:
1) %phpdir%\php.ini
2) %windir%\php.ini
Personnally, if there is an PHP.INI file in your WinDir and PHPDir, I would
delete the Win one and concentrate on the PHP one. Modify the extensions
in that file and run phpinfo().
It seems to work because PHP is ported to Windows and on Linux you have
to express a path to a file, even in the current or working dirs. In
Windows,
the current and working dir are automagically included in %PATH%.

Also, run PHP.EXE from the command line <C:\php\php.exe>
and if the modules are not loading properly, it shows which are
the affected modules and why they do not load. However, it
appears that PHP gives up the ghost if any module fails to
load!!!

Hope this works for you.
