function mail() not working

The function mail() isnt working in the Windows distribution of PHP, I've configured php.ini (php3.ini in the php3 version), using either WIn and Linux SMTPs.
With both options, it keeps crashing when it gets the "rcpt to" reply from the smtp server.
The function mssql_connect is documented but it doesn't exists in either php3 or 4 (linux and Win versions).
How can I compile it to make it work?
