php4_module is already loaded

I'm running Apache 1.3.26 and PHP 4.2.3 under Win98 and am getting this
message in the console window:
[warn] module php4_module is already loaded, skipping
[warn] module php4_module is already loaded, skipping
Apache/1.3.26 (/Win32) PHP/4.2.2 running...
Everything seems to work fine, but I'm curious where it's getting loaded
twice.
If I comment out any lines referring to php4_module, it doesn't work.
Plus why is it telling me it's running 4.2.2? I just upgraded to 4.2.3.
