newbie popen problem

I'm new at this. I'm trying to execute the popen function in order to run
a database query on a progress database from php. I'm using
winxp/iis/php4.3.1. When I execute the function I get:

Is there some trick to this?
Are pipes supported on a win32 platform correctly?
Any idea's appreciated.
