Check the permissions for your php directory and your website
directory.
Sometimes it helps if you check 'check that file exists' in the same
IIS admin panel where you enter the path to php.exe.
If not, make shure IIS (IUSER_MACHINENAME account) can read and
execute php.exe in the php directory, if you have NTLM authentication
enabled, all authenticated users must have these rights.
If your website root directory is on a remote share, you must make
shure the account php runs under has access to the remote server.
