HTTP Problems

Using PWS, PHP3, Win 98
I have written a simple script, that displays the basic HTTP parameters.
When I look at the file, (either connected to the net or not), I see the
rest of my code, and instead of my HTTP parameters, all I see is the
variable names.
Is this because my site is not up on the net, or is there something more
fundamental I should check ?
