Windows XP IIS unable to fork

Hi, I am trying to use the exec function in a php script running on Windows XP IIS and php 4.3.1. The php script works fine out side of IIS but inside IIS I get an unable to fork error. I've changed the NTFS security rights so currently the IIS account has full control over everything and still no luck. Has anyone seen this problem? Is there some other setting I'm missing I've played with the scripts only and scripts and executables setting also. Still nothing.
