PHP's dll under windows?

This is in php.ini file:

Question is, how to use this .dll - for example "php_gd.dll" (for making with pictures in
php) ?
To work with gd library, have I uncomment this line copy file "php_gd.dll" from somewhere
on the www to my computer? (to which place?)
The same problem i've got with 'php_mssql.dll'
