php.ini
There are two types of dll's :
- the extensions dll's which are the extensions you load them from
c:\php\extensions and you configure them in the php.ini
- the depending dll's which are loaded by the php, apache and others which
have to be copied into the Windows directory.
The last ones are the dll's from c:\php\dlls and represent the dependencies
(shared libraries) for all the extensions. This ones cannot be configurated
(maybe you may try to add them to the include path). They are transparent to
the programmer which means they are not providing anything for programmer,
they are providing all the functions php need for executing the extensions.
I don't know if there is any documentation for each extension which dll may
need. You may copy one by one and try to restart apache and it may work but
is better to put all the 'dlls' directory into Windows\System or System32
depending on your Windows.
There is also the php-WebServer dll's which are into C:\php\sapi.

Why do I need to copy the extension dll into the windows directory when I
am
trying to set the path for them in the php.ini

You have to check the paths if they are all right or you forgot to copy
the
dll's into Windows directory. Please read more carefully the install.txt
in
your php directory.
