This is happening because the session_start() is not the first line in your page and the others lines beside the session_start are already sending data or the header informations to the browser so when you are using the session_start he can't integrate the session cookie to the header so all the session features are disabled. Try moving the session_start in the bottom of the source. It's not the php.ini you have to change is your code.
