Maybe you dont have permission to open it. I think using chown could do the trick. I have user 'www' in apache and if scripts are not owned by 'www' i get this error like you. If i am not correct, please someone enlighten me. PS. My applications work ok on Unix and Linux with this trick, although i am concerned for security.
