php-cli.exe with ?variable=blah

What is the command line for running php.exe with like this..
page.php?filterid=blah&sname=3
i want to include filterid=blah&sname=3 but it doesn't work for windows.
and one more question
Do i have to use php-cli.exe instead of php.exe? I'm using PHP 4.2.3
I'm doing this for Window Scheduled Task.
