Require not reporting errors (bug?)

I am using the PHP 4.02-dev module for apache(1.3.12) on win32.
The problem I am having is when I am trying to require a file which has an
error in it.
Instead of reporting a parse error in the required file, it says it has
failed opening the file
If I try to include the file it reports the error correctly.
This never happened using PHP3 as CGI on the same machine.
Has anyone else come across this
