Big question #1: did you restart Apache after making the configuration
changes?
Next, assuming this:

is really:
ScriptAlias /php4/ "C:/php4/"
and this:

AddType application/x-httpd-php .php .phtml
and this:

Yes, all php files, like all html files, gif files, jpg files and
anything else you want served up by a Web server should be in the
document root (and directories w/in the document root).

leave your network settings alone until you want to turn your machine
into something the whole world will be connecting to. You don't have to
make changes to it to make your machine = localhost.

Then Apache is working dandily by itself. Double-check all the things
you typed in the configuration directives, and be absolutely sure you
restarted Apache.
