Speed Difference

I am using PHP4 on NT 4 Server SP5 with Apache latest release
(1.3.2?). The machine has 64 MB RAM and a P2-266. I have a document to
serve that is a little complex, has a few embedded tables, minimal
graphics, etc.
Served as HTML, it's fast enough...on a LAN, less than 2 seconds...make
that almost less than 1 second...
Served as a PHP document, with an include for the header and footer, its
slow, like about 5 seconds. That's a loooong time to wait for a simple
web page. On these pages, aside from the includes, there is no other
php code.
While I know PHP4 is new, and windows is hardly the best platform for
it, I'm wondering if this speed difference is normal, just a result of
the sort-of-complex html, or a factor that the machine is "slow" from
lack of memory etc. It might be the latter, because it is NT and not a
smaller OS like Linux, but I would expect that 64 MB and a P2 would be
able to serve web pages pretty quickly.
