Check your firewall/router settings if you have these running, you might

This has always been working for me, and now it isnt?
<?php
$handle = fopen ("http://www.lokalguiden.se/test.txt",
"r");
?>
I get this warning:

stream: HTTP request failed! ^ in c:\inetpub\wwwroot\lgd\test.php on
