About mail() function

Hi!
I'm trying to use this fucntion but I've been getting always the same
error message:
Warning: Failed to Connect in
C:\Inetpub\wwwroot\medicine\pt\mobilemsg.php on line 40
with the following code:
mail("cam@crb.ucp.pt","subject text","message text");
Is it necessary to have a mail server running on the same web server
machine or something like that?
