this is probably a shot in the dark, but i've been able to use ping,
nslookup etc. through php by changing/giving the right permissions on the
file cmd.exe ... on iis 6.0 (windows 2003 server). give the iusr_<machine>
(or something similar) the appropriate/suitable permissions.
my best guess at this stage. :)
