$input_file only contains the *name* of the temporary upload file. It only
exists for the duration of the script. As Joy mentioned you will need to make a
copy of this file if you want it to be persistant. Try replacing the code in
your original post with:
[...]
$write_dir = "d:\\temp\\";
copy(stripslashes($input_file), $write_dir.'\'.$input_file_name);
[...]
