copy a file from a hml form to a server dir using the pws of windows'98

I have a form where I input a file like this <INPUT type='file' NAME='userfile' value=''> when I submit the form I call the same file of this form and try to copy the file passed by the $userfile var to a dir of my server. I have tried with system like I did in unix, exec, passthru, and with a command to copy files and the problem is the same, it doesn't reconise the var passed $userfile. Please if anybody has done it, tell me how or give mi some code to can see how can I progress with my project to end my carreer. Or if anyone have get a file and copy it in a dir of the server using php and personal web server please tell me how or give some code to do this. Thank you for advance trespi.
