Personal Web Server question

I installed PWS so I could run PHP on a local win98 machine. I
installed everything ok, but when I tried running the test.php file to
see if everything worked, I recieved this error:
"HTTP Error 403
403.9 Access Forbidden: Too many user are connected"
What does this mean and how do I fix it? Is this problem caused by
the network I am running it on? Any help would be great!!
