exec() cannot work in PHP 4.02 -- I need fix/patch immediately!!!!

Use of exec() or any exec type function results in this weird fork error:
Warning: Unable to fork [dir] in c:\inetpub\wwwroot\test.php
Also it is extremely difficult to install PHP 4.02. It takes several times
before IIS properly installs it.
I can't seem to downgrade to the more stable 4.01pl2 either, as it crashes
Windows 2000 (Explorer) and requires Safe Boot to disable the old DLL.
