This says that something is missing from the db2 setup. I don't use it ( or IIS ;) ) but there SHOULD be an error message in the logs as to why php_ibm_db2.dll has not loaded. Either it has not found the dll in the php extensions directory, or - something I am used to with Firebird - it can't find the client software for db2.
