track_vars is allways enabled as of php 4 beta3.
so the HTTP_*_VARS arrays are always accessible since that version.
register_globals is only necessary if you wan't to access the imported
variables int the global namespace.
but you should always us the arryas $HTTP_GET_VARS, $HTTP_POST_VARS,
$HTTP_SESSION_VARS, $HTTP_COOKIE_VARS,...
