setup of php4 on a windows98se machine

i downloaded the latest Win32 binary of php4. i am running PWS 4 from microsoft and Apache 1.3.9. i also have the PHPLib 7 libraries added (someone suggested this but it did not solve anything). i have added the necessary lines to my httpd.conf file for apache. i have set up the dlls and the php.ini. i made a php3 file with <?php echo "Hello World"; ?> as the code. i can access my web site. using my test .php3 (or .php) file i get this error: The system cannot find the file specified. when i use MS PWS i get this error: CGI Error The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are: PHP: Unable to parse configuration file. any help would be greatly appreciated. leviathan
