This changed from 5.4 to 5.5. PHP 5.4:
zend_extension=ext/php_opcache.dll
zend_extension=ext/php_xdebug.dll
PHP 5.5:
zend_extension=php_opcache.dll
zend_extension=php_xdebug.dll
