I too have tried to use the mail() function on a Windows 2000 server
with no success - I mailed this list about it a while ago.
Our mail SMTP server is on a Unix server and I specify this in the php ini
file.
From my W98 and W95 PCs with the same version of PHP and the same ini
file the mail() function works fine.
Why not under W2K?
