We are talking about the binary tools here. They are pretty old (php-sdk-binary-tools-20110915.zip), but AFAIK the only things you really need to build PHP5 and PHP7 are bison.exe and re2c.exe. I am using the ones from the old sdk binary tools and they still work fine: C:\php-sdk>bison --version bison (GNU Bison) 2.4.1 Written by Robert Corbett and Richard Stallman.
