The missing DLLs are now available[1]. There is also a post about that
issue on the windows.php.net homepage[2]. I think is likely the best
course of action, since offering a php-8.0.0beta1-1 would be confusing
for those not needing either of the DLLs, which are likely the majority
of beta testers.
