I have my own builds of PHP with a few extensions and publish them
regularly at https://www.apachelounge.com/viewtopic.php?t=6359
php-wincache.dll and php_xmlrpc.dll are included in
https://phpdev.toolsforresearch.com/php-8.1.21-nts-Win32-vs16-x64.zip
See https://phpdev.toolsforresearch.com/php-8.1.21-nts-Win32-vs16-x64.htm
for a phpinfo() dump.
