31,821,706 divided by (1,024 * 1,024) = 30.35 (truncated to 2 decimal places).
It's only hard drive manufacturers that use 1,000,000 for megabytes (though of course, they are dealing in Gigabytes, where the disparity is worse).It's why you often see the use of mebibytes and gibibytes - binary megabytes and binary gigabytes.
