Why won't my number pass through an href?

Hello, trying to pass a numerical variable through an href echo "<a href=\"${editpage}?key=${key}\">"; //where key is a number and editpage is a URL which ends up making this link <a href="http://www.lcounty.com/is/website/test_center/newsedit.php?key=76"> I've tried echoing the $key, but it doesn't return anything. I tried putting an alpha test in $key... then echoed $key and it returned it...
