pws under windows how to send email under php3

hi this is Fabian Rossbacher from germany, i have got a question about pws and php3 under windows. Well i've installed php3 on my pws like the toturial says. I can work with php very well . I have installed mysql too and everything works great. But when i try to send a mail under php3 mail("myadress@my.de","sadf"); this is the line: mail("rossbacher@gmx.de","PHP3-eMail","Dies ist eine eMail, die mit PHP geschickt wurde"); i get this error massage:Warning: Failed to Connect in C:\Inetpub\wwwroot\Shop\bestellen.php3 on line 4 line 4 is the line i wrote some lines above..i heard that windows can't send emails because it has not possebility for this case. Can u helpme with this problem?Do i have to install linux?or just switch to apache server ?or can i keep windows and pws and use any libriray or somethong like that?please mail me back f.rossbacher@sidebysite.de mfg fabian rossbacher
