Problem Connecting to Remote Oracle Server

I am running Oracle 8, Apache Web Server and PHP 4.0.3 on Windows NT. I can connect to the Oracle database on the NT box without any problem., but I can not connect to a remote Oracle database. I can connect to the remote databases using SQL+ and tnsping works as well. After trying unsuccessfully in trying to connect to the remote oracle database, I decided to reinstall everything on another computer. Now I get the following error message when phpinfo() is trying to load the Oracle OCI extension: Unable to load dynamic library '/php4/extensions/php_oci8.dll' - Access is denied. The php_oracle.dll and php_pdf.dll extensions loads OK. Previous installation was giving TNS:could not resolve service name, but the php_oci8.dll extension loaded OK. What am I doing wrong? Thanks
