cannot INSTALL

Cannot install PHP on PWS for win95.
I downloaded an exe file (self install) from
http://php.weblogs.com/easywindows
I have downloaded and installed "dcom95.exe" as required.
Yet, the PHP installing file, claims that the dcom95 is not installed.
How can I check if it is installed ?
