seems to me that you're not using php_mssql70.dll. I had the same problem
when using php_mssql65.dll to connect to a SQL-Server 7.0. Check your
php.ini, it schould look like this:
;;;;;;;;;;;;;;;;;;;;;;
; Dynamic Extensions ;
;;;;;;;;;;;;;;;;;;;;;;
;snip
;extension=php_mssql65.dll
extension=php_mssql70.dll
;snap
The problem should go away then...
