How do I send variables to a page?

I am knew to PHP (<2 days after install). I have created a page to send out
an email, but need to send variable to that page when I call it. In
'pseudo-code' it might look like this:
<?php mail(VarTo, VarSubject, VarBody) ?> this is named PHPMail.php
Then I would call my page with;
PHPMail.php(VarTo, VarSubject, VarBody)
Is this possible?
Am I close or is there some other way I need to do this?
