NT Server, MSSQL, PHP why cannot I get it to work?

Good Morning to the list!
I have a problem that is driving me nuts. I recently
installed PHP/Windows on a NT server for a client. he wants
to run PHP with a MSSQL database setup. I downloaded
PHP-4.01pl2-win32.zip and installed it as per the
instructions. I configured the php.ini as it instructed yet
I cannot get it to work. everytime I run the test I get the
following:
TestSql.php
This is a direct connection to the
MS SQL7.0 database. Using PHPver4.01P2 on Win NT/IIS 4.0
Fatal error: Call to undefined function: mssql_select_db()
in E:\Inetpub\wwwroot\windco\testconnect.php on line 18
What and where am I going wrong? It is a windows NT server
with IIS.
