php.ini file not being read?

Windows 2000
Apache 3.0.12 with module
PHP4
No matter where I put the php.ini file it doesn't seem to be read. If I
have NO php.ini file I get the same results with phpinfo as I get placing
it in the WinNT directory (or system32, etc).
Where does the PHP.ini file actually go??
