I suppose you are running PHP 4 as CGI and are using the binaries
compiled by Daniel B.

I have been using PHP 4, IIS 4 with Oracle 8.0.5 until two months ago.
And I found that PHP 4 will not connect through Oracle 8.0.5 if you are
running as CGI. As soon as you switch to ISAPI (which is a great
performance improvement with Oracle anyways!) it will connect.

Yes and if you upgrade to Oracle 8.1.6 it will also again connect as
CGI.
Now I think this is actually really weird.
PS: Why are you not using the OCI interface?
Good Luck,
Florian
