"/" path under include() function.

I am using PHP4 on IIS5.0
I need to include a file called header.htm in
<webroot>/includes/header.htm
from
<webroot>references/index.html
when i do <?include("/includes/header.htm")?> it doesn't work, why can't I
use the "/" directive in the include() function?
