PHP.INI changes

Question. When do changes to php.ini take affect. if I make a change in it save it. when does it
access it again? Will it pick up changes the next time I fire off php.exe or do I have to reboot
apache/ the pc?
anyone know?
win2k professional, apache, php4.02 , mysql 3.23.27
