John,
At one client we had some issues with OCIPlogon mainly due to some crappy
oracle cold backup scripts.
We ended up swapping to OCILogon() and the CGI version of PHP and havent had
any problems since. At the same time we also fixed the scripts so im not
sure which fixed our intermittant problems.
As standard we use CGI + non-persistant due to the fact that it was less
risk and seperatable. All our DB queries are quite large (up to a minute) so
the faster connection speed of Plogon isn't quite as valuable.
That was on a un*x box, and i would say the same theory holds true for your
PHP + Windows if you are using large queries.

I'm still at an impasse with OCIPLogon.
I keep losing my Oracle Connection after an unknown period of inactivity
(est. 1/2 hour to an hour).
Are there any Oracle DBAs who might know of a reason that the connection is
being dropped? Someone thinks it might be an optional parameter in the
init.ora file...
