apache, perl, php and mysql on win98

I'm trying to set up apache and php to run locally on my win98 box. I have apache installed and serving pages fine from localhost but I can't seem to get php working. i have the following added to httpd.conf ScriptAlias /cgi-bin/ "d:/testsite/cgi-bin/" ScriptAlias /php/ "c:/php/" AddType application/x-httpd-php .php .php3 .phtml Action application/x-httpd-php "/php/php.exe" now, whenever I try to load a php file in internet explorer I either get an error sound (no error dialog though) or error 400 page.. also, if I try running the php.exe file, I get an error reading browsercap.ini - but looking at that file, everything seems to be in place... any ideas what I have do wrong? I'm using Apache 1.3.14 and PHP 4.0.3pl1
