Problem displaying images on windows

On linux using 4.0.3pl
<?php
header("Content-type: image/gif");
readfile("image.gif");
?>
Displays the image when the php file is called.
But on windows using 4.0.4-dev and tried 4.0.3pl
no joy just a broken picture icon.
Has anyone got a solution for this or is this a bug in the winversion?
If anyone get's it to work on their version please could you reply with the
build they are using :)
