Using FTP included in PHP V4.0.3pl1

Hi there
I have updated to PHP 4.0.3pl1 so I don't have to include some lines in
PHP.INI. the FTP-Module is now included in the binary.
Since I use this PHP, no more error message is displayed, the function
ftp_connect() is found and executed.
Unfortunatelly every call like
$ftp_stream = ftp_connect( "212.90.200.17" );
returns the value false, meaning that the connect didn't work. What could be
the problem?
I'm using WAMP. The desired FTP Server is in my house on a different
machine.
