It's almost certainly a security/permissions issue. Double check by running php.exe -i by hand from the command line. It that works ok, then either the anonymous web server user (usually IUSR_MACHINENAME) cannot access one or more of the files php needs, or that use does not have sufficient privileges to do the job (perhaps 'log on locally'?).
