the process of building win32 CGI PHP4 is described
step-by-step (albeit not very well worded) at
http://www.php.net/version4/win32build.php
BTW, you don't need number.tar.gz - BCmath library has
had a different license for a couple of days now and is
already implemented in PHP 4 source - I found this when
I omitted to copy those files into the source tree before
compilation, and it surprisingly didn't err.
However, you should be able to build it if you adhere
to the guide - I've always been (NT 4 SP 5 / NT 5 SP 1).
If you've already double-checked you do already according
to the guide, provide more details (MSDEV version, text
of the error messages you get, etc).
