can't run pdflib

Hi,
I'm trying to use pdflib from php4win.de binaries and I get this error:
Fatal error: Internal pdflib error: Resource configuration file 'pdflib.upr' not found in
C:\aplic\php\pdf-related\testepdf.php on line 11
I already put pdflib.upr in the \windows\system\ in the same place of my script and so on.
Does anybody knows where I have to put this file ?
