PHP uses the session file in order to preserve state across multiple
accesses from the same browser. If it deleted the file when the browser
closed, it would not have the data available for the next page access from
that browser. When you want a session to finish you can get the user to do
some kind of logout procedure which can call session_destroy, otherwise you
can leave the files for garbage collection later.
